Baybolov Yerlan Tuitebayevich was born on April 23, 1972 in the village of Makhtaly, Tulkubas district, South Kazakhstan region. He graduated from high school in 1989 and was drafted into the Soviet Army in May 1990. On April 28, 1992, he was demobilized by order. Since March 1993, he has worked in heavy industry (at a cement factory). It has completely passed the 1st category of harmfulness in the 1st category of the cement industry. In 2007, he worked as an assistant in the subject of "History" at the Taraz Institute, in 2008 as a teacher in the subject of "History" at the National Technical Technical University, in 2009 as a teacher in the subject of "History" at TarMPI.
