The International Cooperation Department (ICD) of M.Kh. Dulaty Taraz University is a structural subdivision of the University and reports directly to the Member of the Board – Vice-Rector for Strategic Development and Internationalization.

In its activities, the ICD is guided by the Law of the Republic of Kazakhstan “On Education,” regulatory and administrative acts of the authorized body in the field of higher and postgraduate education, the University Charter, as well as orders and directives of the Rector.

The financing of the ICD is carried out in accordance with the established procedure, taking into account the targeted nature of allocated funds.

The main objectives of the ICD are:

  • to manage strategic planning and administrative support of academic mobility for students, faculty members, and staff of the University;
  • to participate in the implementation of joint international programs and projects aimed at expanding and strengthening academic mobility of undergraduate, master’s, doctoral students, and faculty through cooperation with national and international organizations, foundations, and programs;
  • to analyze the needs of foreign countries and institutions for the University’s educational and research services and to promote academic programs internationally;
  • to identify перспективные направления, формы и механизмы развития academic mobility development in line with global trends in higher education;
  • to develop and strengthen partnerships with academic mobility units of higher education institutions in Kazakhstan and abroad;
  • to provide scientific and methodological support as well as information and consulting assistance to participants of academic mobility and international educational and research projects;
  • to ensure the institutional representation of the University in the global education and research market, enhance its positive image, and increase its competitiveness in the international academic environment.

 

The main functions of the ICD include:

  • providing consultations on document preparation for participation in academic mobility programs;
  • organizing and conducting presentations of educational and research programs offered by foreign partner universities, international organizations, and representative offices;
  • implementing modern information technologies for the development and maintenance of specialized databases in the field of academic mobility and ensuring the exchange of relevant information;
  • participating in the organization of seminars, schools, conferences, symposia, congresses, forums, and exhibitions in Kazakhstan and abroad aimed at developing international cooperation and academic mobility;
  • conducting research in the field of international education, including analysis and marketing of the international education market;
  • supporting initiatives of University staff in developing international activities;
  • organizing competitive selection of students for study abroad within academic mobility programs;
  • coordinating faculty and departmental mobility coordinators and providing methodological and organizational support to structural units;
  • assisting structural units in preparing documentation for participation in international programs and projects;
  • preparing analytical, statistical, and informational reports for the authorized body in higher education of the Republic of Kazakhstan;
  • organizing and supporting the admission of international students, including visa and administrative assistance;
  • developing cooperation with diplomatic missions of countries of origin of international students;
  • developing and implementing measures for the advancement of academic mobility at the University;
  • ensuring maintenance and information support of the “International Cooperation Department” section of the University’s official website;
  • regularly preparing analytical materials and reports for University management;

Academic mobility

Academic mobility is the movement of teaching staff–researchers, doctoral students, master's students, or undergraduate students for the purpose of studying or conducting research for a specific academic period (a semester or an academic year) at another higher education institution (within the country or abroad), with mandatory credit transfer of completed academic programs at their home university or for continuing studies at another university.

Students and teaching staff of Dulaty University participate in academic mobility programs with universities in Malaysia, Poland, Spain, Latvia, Lithuania, Indonesia, Turkey, South Korea, the USA, Italy, the Russian Federation, Kyrgyzstan, Uzbekistan, Bulgaria, and Portugal. Additionally, under the internal academic mobility program, they study at and exchange experience with higher education institutions within Kazakhstan.

 

Academic mobility of students

External Academic Mobility

External academic mobility refers to:

  • doctoral students (2–4 semesters),
  • master’s students (2–3 semesters),
  • undergraduate students (3–6 semesters),

studying at foreign universities, as well as the work of teaching researchers in foreign educational or research institutions.

Eligibility for International Academic Mobility

The following may participate:

  • Doctoral students (2–4 semesters);
  • Master’s students (2–3 semesters);
  • Undergraduate students (3–6 semesters).

Applicants must:

  • Have English language proficiency (required for applicants wishing to study at partner universities in Europe, the USA, and Southeast Asia);
  • Have no academic or financial debts at the time of application;
  • Have a GPA of at least 3.30;
  • Actively participate in university social life.

Required Documents for International Academic Mobility

  1. Application form (completed at the Center for International Cooperation);
  2. Transcript in three languages (Kazakh, Russian, English);
  3. Recommendation letter from the Dean of the Faculty;
  4. IELTS or TOEFL certificate (if available and required for study in Europe, the USA, and Southeast Asia);
  5. Copies of diplomas, certificates, and awards;
  6. Copy of passport and ID card;
  7. Supporting documents confirming special status (if applicable):
    • Orphans or children without parental care;
    • Persons with disabilities since childhood or children with disabilities;
    • Children from large families (birth certificates of four or more minor children living together or court decision on adoption);
  8. CV in three languages (Kazakh, Russian, English);
  9. Reference letter from academic advisor;
  10. Individual study plan for the planned semester;
  11. Four 3×4 photos.

Internal Academic Mobility

Internal academic mobility refers to:

  • doctoral students (2–4 semesters),
  • master’s students (2–3 semesters),
  • undergraduate students (3–6 semesters; 2nd and 7th semesters for family or health reasons),

studying at leading universities of Kazakhstan, as well as the work of teaching researchers in these institutions.

Eligibility for National Academic Mobility

The following may participate:

  • Doctoral students (2–4 semesters);
  • Master’s students (2–3 semesters);
  • Undergraduate students (3–6 semesters);
  • Undergraduate students in the 2nd and 7th semesters (for family or health reasons).

Applicants must:

  • Have no academic or financial debts;
  • Have a GPA of at least 3.0;
  • Actively participate in university social life.

  2. Transcript;
  3. Recommendation letter from the Dean;
  4. Copies of diplomas and certificates;

  6. Reference letter from academic advisor;

Documents must be submitted to the Department of International Cooperation of Dulaty University, Taraz, 13 Suleimenov Street, Office 301.

The main objective of academic mobility for the teaching staff and employees of the University is to enhance professional, pedagogical, and scientific qualifications, develop research competencies, and master modern educational and scientific practices.

The primary form of implementing academic mobility for teaching staff is assignment to partner universities and other organizations for the purpose of:

  • delivering lectures, conducting classes, and providing academic consultations;
  • participating in research activities within joint scientific research projects and programs;
  • participating in professional development programs, including summer and winter schools;
  • undertaking scientific and academic internships (including laboratory and experimental research).

Foreign citizens are admitted to study at Taraz University named after M.Kh. Dulaty on a fee-paying basis based on the results of an interview conducted by the university's admissions committee.

- a notarised copy of the certificate or diploma of graduation from a secondary vocational or higher educational institution, translated into Kazakh or Russian, and the original;

- a notarised copy of the passport, translated into Kazakh or Russian;

- 6 photographs, 3x4 cm in size;

- certificate of registration;

- medical certificate:

- application form, completed at Dulat University.

Admission of foreign citizens to study at M.Kh. Dulaty Taraz University on a fee-paying basis is based on the results of an interview conducted by the university admissions committee.

Dulaty University successfully implements programs to attract foreign professors and scientists to teaching activities and conduct joint research work.  Foreign scientists are invited at the expense of the state program of the Ministry of Science and Higher Education of the Republic of Kazakhstan «Attracting foreign scientists» and various other scientific and educational projects, international programs (Erasmus +, Fulbright , DAAD, WFK PAS, SES).

Attracting foreign specialists contributes to the development of international scientific cooperation, the exchange of best practices, the implementation of joint projects, and the improvement of the quality of the educational process at the university.

TOEFL AUTHORISED TEST CENTRE

 

What is TOEFL?

TOEFL (Test of English as a Foreign Language) is an international exam for English as a foreign language. TOEFL is developed by the Educational Testing Service (ETS) at Princeton University, New Jersey, USA.

TOEFL ITP (Institutional Testing Program) is an international English language test designed for candidates over the age of 14, master's and doctoral students, secondary school teachers, university professors, and professionals from various fields. This test assesses the English proficiency of non-native speakers based on academic and social contexts.

  • All tests are conducted in a digital format.
  • Preliminary test results are available immediately after the test.
  • The official exam result, a certificate (starting from level B1), is issued within 10–15 days after the test.
  • The TOEFL certificate is valid for two years.

Where is the TOEFL ITP certificate accepted?

More than 2,500 educational institutions in over 50 countries use TOEFL ITP tests, including:

  • Colleges and universities
  • Secondary schools
  • English language schools and programs
  • Government institutions

How is the test used?

TOEFL ITP tests are used for the following purposes:

  • Admission to intensive English language programs at colleges or universities at different levels.
  • As a final exam for English language programs, especially those focused on academic English.
  • Admission to short-term training programs and internships in English-speaking countries at institutions that use these tests.
  • Admission to university programs, including undergraduate, master’s, and doctoral programs.
  • Participation in international exchange and cooperation programs where English is used.
  • Admission to scholarship programs as proof of academic English proficiency.

Test Structure

The test consists of three sections:

  • Listening Comprehension assesses the ability to understand spoken English used in colleges and universities.
  • Structure and Written Expression evaluates the understanding of selected structural and grammatical elements in standard written English.
  • Reading Comprehension measures the ability to read and understand academic material.

The Fulbright Program is an international academic exchange program founded in 1946 with an ambitious goal — to increase mutual understanding and support friendly and peaceful relations between the people of the United States and the people of other countries.

This program is funded by the U.S. Department of State with the aim of strengthening cultural and academic ties between U.S. citizens and other countries.

At Dulaty University, Fulbright program assistants work for one academic year each year, making a significant contribution to the development of students' language training and the strengthening of academic cooperation.

The Pacific Asia Society (PAS) is an international organization established on July 12, 1994, with the aim of promoting interests and developing cultural exchange between countries. The main goal of the PAS program is to strengthen mutual development, friendship, and cooperation between states.

Participants in the PAS program from the Republic of Korea visit Dulat University annually and organize summer and winter schools at the university. In addition, sports competitions, lectures on Korean, Kazakh, and Russian languages, cultural events, and excursions are held.

The regular implementation of the program contributes to the strengthening of academic ties between the university and international partners, as well as the development of language and intercultural competencies of students and teachers.

The Senior Expert Service (SES Program) is a non-profit organization based in Germany that was established to provide professional consulting services to partner countries. The program is funded by the federal government of Germany.

The SES Program brings together highly qualified specialists and experts with many years of professional experience who are sent to foreign organizations to provide consulting support, transfer practical knowledge, and introduce modern technologies and management solutions.

Dulatу University regularly invites SES experts to conduct consultations, lectures, seminars, and practical training sessions. The participation of German specialists contributes to improving the quality of the educational process, developing the professional competencies of teachers and students, and introducing international experience into the university's educational and scientific activities.

Cooperation with the SES program provides significant support in modernizing educational programs and strengthening international academic partnerships

 

Erasmus+ is the European Union's (EU) programme to support education, training, youth and sport in Europe launched in 1987. The 2021-2027 programme places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life. It continues to strengthen the cooperation between the EU and other countries of the world.

The origins of its name of the programme refers to Erasmus of Rotterdam a leading scholar and inspiring lecturer during the Renaissance period who travelled extensively in Europe to teach and study at a number of universities. But at the same time, the word “Erasmus” also served as the backronym for European Region Action Scheme for the Mobility of University Students).

The general objective of the programme

is to support, through lifelong learning, the educational, professional and personal development of people in education, training, youth and sport, in Europe and beyond thereby contributing to sustainable growth, quality jobs and social cohesion, to driving innovation, and to strengthening European identity and active citizenship.

The DAAD (German Academic Exchange Service) is the world’s largest organization supporting international academic cooperation. DAAD is primarily funded by the Federal Government of Germany and brings together German universities to promote international mobility of students, academic staff, and researchers.

The DAAD program provides grants for study, research, internships, and professional development, and supports joint educational and research projects between universities from different countries. The main objective of the program is to promote international academic cooperation, strengthen scientific ties, and enhance the global presence of German higher education.

Dulaty University actively cooperates with German universities within the framework of academic mobility and research collaboration. Faculty members and staff participate in grant programs, undertake research internships, and complete advanced training at universities in Germany.

In turn, representatives of German universities and experts visit Dulaty University to deliver lectures, seminars, and consultations, contributing to the exchange of experience and the implementation of European standards in the educational process.

Regular academic visits, student and staff exchanges, and participation in joint projects strengthen the university’s international partnerships, enhance the quality of research, and promote the internationalization of educational activities.

The Shanghai Cooperation Organisation University (SCO University, SCO) is a network university. At a meeting of SCO education ministers in Astana in 2008, a series of documents were signed that defined the overall content of the SCO University concept.

The  main mission of the University is to provide joint training of highly qualified personnel on the basis of agreed innovative educational programmes in specialities of priority interest to the economic and social development of the Shanghai Cooperation Organisation member states: regional studies, energy, nanotechnology, IT technology, ecology, economics, pedagogy.

The main languages of instruction within SCO University are the official languages of the SCO, Russian and Chinese, as well as the national language of the country of study.

There are 75 universities from five countries represented at SCO: Russia, China, Kazakhstan, Kyrgyzstan and Tajikistan. There is also interaction with observer countries - Mongolia, India, Iran and Pakistan.

Today, each participating country has its own national coordinating council of rectors, whose universities are part of the SCO. Proposals are initially prepared at the national level, after which the SCO University Coordination Council members will meet to adopt certain norms of education within the framework of the agreement.

This project is aimed at mutual knowledge exchange and academic mobility of students from different countries and at improving the level of education in the fields of study chosen by the participating countries.

The universities were selected through an open competition organised by the ministries of education of the participating countries.

Taraz State University named after M.H. Dulati has been among the leading universities of the Shanghai Cooperation Organisation Network University since 2012 in the fields of IT technology and ecology.

Filippov, Rector of the Peoples' Friendship University of Russia, was elected Rector of the SCO University and Chairman of the Coordinating Council of Rectors of SCO Universities.

Peoples' Friendship University of Russia led by V. Filippov, acts as a harmonising, legislative and organisational body for all participating countries, as a coordinator of the implementation, approval of the various procedures at the level of the Ministries of Education.

The internship for scholars aimed at improving the skills of scientific and technical personnel in universities, research centers and industry organizations.

General information

In order to transfer advanced scientific technologies, President Kassym-Jomart Tokayev in his Address to the people of Kazakhstan "Kazakhstan in a new reality: time for action" instructed to provide an annual internship for 500 scholars in leading research centers of the world.

The internship for scholars is aimed at enhancing the qualifications of scientific and technical personnel in leading foreign higher education institutions, research centers, and industry organizations.

The governmental stakeholder of the program of scientific internships is the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The program is administered by the JSC "Center for International Programmes," which carries out a set of activities related to the organization and conducting of candidate selection, monitoring the progress of the scientific internship program, and overseeing the fulfillment of work obligations by scholarship holders.

The scientific internship is carried out within the framework of an ongoing research, in accordance with a list of priority research areas, for a period ranging from 3 to 12 months in foreign organizations that are included in the list of leading foreign higher education institutions, postgraduate education institutions, research centers, and other organizations recommended for conducting scientific internships.
The implementation of measures for organizing scientific internships is funded by the republican budget and includes the payment of the following expenses:

  • visa application, extension (consular fee);
  • completion of the scientific internship;
  • mandatory services required by the host country, leading foreign higher education institutions, postgraduate education institutions, research centers, and other organizations conducting scientific internships for competition winners;
  • accommodation, meals and purchase of scientific literature;
  • mandatory medical examination;
  • medical insurance;
  • transportation expenses for the journey from the place of residence in the Republic of Kazakhstan to the site of the scientific internship following the conferment of the scientific internships, and vice versa;
  • expenses incurred by international partners in fulfilling their obligations under contracts for the provision of services related to the completion of the scientific internship.

Requirements for applicants for a scientific internship

1) the presence of an academic degree of Doctor of Sciences, Candidate of Sciences, Doctor of Philosophy (PhD), Doctor of profile, master;

2) the experience of continuous actual work for the last 12 (twelve) months in the chosen field of specialization of scientific research in the subjects of scientific and (or) scientific and technical activities that are legal entities;

3) the experience of continuous actual work for the last 12 (twelve) months in the chosen field of specialization of scientific research in the subjects of scientific and (or) scientific and technical activities that are legal entities;

4) knowledge of the state and foreign languages at the level corresponding to the requirements established by the Working Body;

5) at least one article or review indexed in the international databases Web of Science (Web of Science), Scopus (Scopus) or at least 1 article in domestic or foreign scientific publications included in List 1 or List 2 of the List of scientific publications approved by the order of the Minister of Education and Science of the Republic of Kazakhstan from 12 January 2016 № 20 ‘On approval of requirements for scientific publications for their inclusion in the list of publications recommended for publication of the results of scientific activity’ (registered in the Register of state registration of regulatory.

In case of termination of indexation of the international peer-reviewed scientific journal in the databases Scopus (Scopus) and (or) Web of Science (Web of Science) due to violations, all articles of the applicant in this journal are not taken into account;

6) cumulative terms of scientific internship and subsequent work on the chosen direction of scientific research, taking into account the requirements of Article 207 of the Social Code of the Republic of Kazakhstan.

  • the employer's application for a scientific internship with the condition of retaining the place of work in the form approved by the Working Body;
  • the originals and copies of the passport and identity card (the originals are returned to the applicant after verification);
  • The original and a copy of the document on the availability of the academic degree of Doctor of Sciences, Candidate of Sciences, Doctor of Philosophy (PhD), Doctor of profile, master with an appendix (the originals are returned to the applicant after verification);
  • At training in a foreign educational organisation - certificate on recognition of the document on education or other document on recognition of the document on education taking into account the peculiarities established by paragraph 8 of Article 39 of the Law of the Republic of Kazakhstan ‘On Education’;
  • the program of scientific internship, compiled in accordance with the requirements established by the Working Body and approved by the employer, agreed by the foreign organization accepting the internship, included in the List with notarised translations into Kazakh or Russian;
  • originals and copies of documents confirming employment, as well as an extract of the listed mandatory pension contributions for the period of employment required under these Rules (the originals are returned to the applicant after verification);
  • the original and a copy of a valid official certificate of the established form of passing the exam in the kazakh language with the result corresponding to the established minimum requirements (the originals are returned to the applicant after verification);
  • the original and a copy of a valid official certificate of the established form of passing the exam in a foreign language with the result corresponding to the established minimum requirements (the originals are returned to the applicant after verification);
  •  traveling abroad) in the form 072/y;
  • copies of documents confirming the unconditional invitation (except for financial conditions) of a foreign organization accepting an applicant for an internship, indicating the directions of scientific research, deadlines, cost (with transcription of calculations) of a scientific internship with notarized translations into Kazakh or Russian;
  • list of scientific results (at least one article or review indexed in the international databases Web of Science (Web of Science), Scopus (Scopus) or at least 1 article in domestic or foreign scientific publications included in List 1 or List 2 of the List of scientific publications approved by the order and (or) international application Derwent Innovations Index (Derwent Innovations Index) approved by the employer;
  • a copy of a valid official certificate of accreditation issued by an authorized body in the field of science
  • when submitting documents through a representative - a notarised power of attorney for the representative.
