In 1985, he graduated from Bauman Secondary School No. 31 in Taraz and entered the Kurmangazy Almaty State Conservatory, majoring in dombyra. He graduated with honors.
From 1992 to 1994, he studied at the Ankara State Conservatory and Hacettepe University (Ankara, Turkey) through academic mobility.
From 1994 to 1999, he was employed as a soloist with the Akzhelen folklore ensemble at the E. Umurzakov Kostanay Regional Philharmonic.
From 1999 to 2014 Head of the Music Education Department at Taraz State Pedagogical Institute.
From 2014-2015, he served as Dean of the Faculty of Creative Specialties at Taraz State Pedagogical Institute.
E.Kh. Rysmetov is the author of the monograph "Formation of Creative Individuality in the Process of Instrumental Training," three textbooks, and 22 research articles. He is also the developer of five multimedia electronic textbooks: "School of Playing the Dombra," "Technological System for Teaching the Dombra," "Information Technology in Music Education," and "Methodology for Teaching the Dombra."
Multimedia electronic textbook "School of Playing the Dombra" (2015) with the approval of the Russian Academic Council for the specialty "Music Education" (Almaty, 2016).
From 2002-2026 Artistic Director of the Kone-Taraz Folklore Ensemble, he has toured with the ensemble in the USA, Israel, France, Luxembourg, Germany, Italy, Turkey, Poland, Bulgaria, Russia, and Kyrgyzstan.
In 2013, he served on the State Certification Commission of the Ministry of Education and Science of the Republic of Kazakhstan for the certification of the Kurmangazy Kazakh National Conservatory. In 2015, he led the expert group of the IQAA external audit at the Yassauvi International College of Fine Arts.
Winner of the 2nd National Forum of "Innovative Teachers" in the category "Best Electronic Textbook" in Shymkent in 2014. Winner of the Interuniversity Electronic Textbook Competition "Best Innovative Content of a Subject" in Taraz (2014).
E.Kh. Rysmetov is the copyright holder of 10 copyright certificates for objects protected by copyright in the State Register of Rights of the Republic of Kazakhstan. For his successful work and civic engagement, he was awarded the following: the "Cultural Figure of the Republic of Kazakhstan" badge, the "25 Years of the Constitution of the Republic of Kazakhstan" jubilee medal, the "For Merits in the Development of Science in the Republic of Kazakhstan" badge, the Certificates of Honor of the Ministry of Education and Science and the Ministry of Culture of the Republic of Kazakhstan, the "Certificate of Honor" of the Akim of Zhambyl Oblast, the "Certificate of Honor" of the Akim of Taraz, the "Certificate of Honor" of the Nur Otan political party, and for significant achievements in the education and upbringing of the younger generation, the "Uzdіk tabystary үshіn" breast badge of Taraz State University of M.Kh. Dulati. He also received letters of thanks from the Department of Culture of Zhambyl Oblast and letters of thanks from rectors of higher education institutions of the Republic of Kazakhstan
